Note: In order to meet deadlines set by U S Postal Service, mail must be delivered to the Mail Center by 3:00 p.m.  If you miss the cutoff time, your material will be sent out the next business day.

Interdepartmental Mail


Interdepartmental Mail is mail whose address of origin and destination is within the FIT campus.  It does not require postage.  Interdepartmental mail should be sent using the standard interoffice envelopes.  These envelopes are required for ease of distinction from regular mail.  Interdepartmental envelopes can be ordered through Bi-Tech from the Supplies Stores at x7-7565.  All interdepartmental mail must be addressed accurately and completely to include:  name, department, building and room number so that FIT Mail Center can meet the delivery time requirements.

Incoming Mail


The FIT Mail Center received mail from the United States Postal Service once daily, Monday thru Friday.  Mail that is delivered to FIT by the USPS arrives on campus between 9:00 - 10:00 a.m.  The Mail Center receives mail that is addressed to all faculty and staff.  All mail is then separated and sorted into proper boxes for delivery.  Except for unusually high volume days, such as Mondays and after a college or postal service holiday, all USPS Mail received by 10:00 a.m. is delivered to your department the same day.

A Department Mail Box assignment corresponds to a particular delivery route, department and location of campus.  It determines how your mail is processed from receipt to delivery.  Departmental boxes are assigned by the Manager of the Mail Center.  He evaluates requests for new boxes solely from the standpoint of mail volume and geographical location.  Due to the steady increase in mail volume and growth of departments, we are forced to centralize mail delivery stops and boxes as much as possible.

Incoming mail addressed to FIT must bear the correct name, department, city, state, and zip code on each piece.  USPS Mail received by the Mail Center with a vague or incorrect address could result in a delay of your mail or have your mail considered "Undeliverable As Addressed" and returned to the sender for proper addressing.  It is very important to notify people who send you mail to use the correct format.

USPS Junk Mail Policy

The policy for the disposal of inadequately addressed and non-business standard class junk mail was approved by the Director of Operational Services.

The United States Postal Service delivers all mail identified for FIT, regardless of it’s content or completeness of address. Mail sent as bulk (standard class) cannot be returned to sender unless postage is guaranteed per USPS endorsement. Disposition is at the institution’s discretion.

The following guidelines are used to separate official FIT business mail from standard non-business junk mail. This procedure does not affect first or periodic class mail. First class mail also includes all international mail.. Periodical mail refers to magazines and newspapers.

The following types of standard class bulk mail
will be delivered if the department’s is listed within the address or can otherwise be identified.
>Book clubs and book catalogues
>Communications from other colleges and Universities
>Computer and other scientific catalogues
>Educational seminars
>Medical Journals and other periodicals
>Other business related catalogues (i.e., electrical supplies – art supplies etc.) 

The following types of standard class bulk mail will be wasted:
-Department store catalogues – (i.e. Spiegel, J.C. Penny, Lazarus, Dillards, Sears)
-Advertisements marked  “FREE”
-Gift catalogues of all types
-Lingerie and other non-educational catalogues
-Lottery offerings
-Leisure travel brochures
-Coupon books

Note:  The objective of this policy is not simply to trash the retail junk mail, but to persuade the mass mailers not to send it at all.

Outgoing Mail

All outgoing USPS Mail is either picked up from departments by Mail Delivery Clerks while out on their routes or brought to the Mail Center for processing. Currently, the USPS picks up all outgoing mail once a day from the Mail Center during the regular work week. All outgoing USPS Mail that is picked up from departments is processed  and in the hands of the USPS the same day.

However, unusual peak periods, equipment down time, and situations beyond our control could cause your mail to be delayed in processing, but is very uncommon. The Mail Center makes every effort to make sure your mail is processed quickly and professionally. All outgoing USPS Mail should be at the Mail Center no later than
3:00 pm in order for Mail Processing Clerks to have ample time to process your mail and get it out that same day. The sooner your mail is brought to us, the sooner your mail can be processed and on it’s way to being delivered to its destination. If you are unable to meet the 3:00 pm cut off time and your mail has to be processed that same day, contact the Mail Center Supervisor to make special arrangements to get your mail processed. We strongly encourage mailers to plan ahead in their mail production.

All official outgoing mail should be sent out in the College’s official business letterhead envelopes. In addition, you should always write your department name underneath the return address.

CLASSES OF MAIL AND SPECIAL SERVICES


First Class Mail

Any mail able matter may be mailed First Class Mail. First Class Mail comprises three subclasses: Postcards, Sealed letters and parcels.

Postcards
For postcard to qualify for the postcard rate (20¢) they can be no larger than 4¼” (H) x 6” (L) x .0095. The piece must have a minimum size of 3½” (H) x 5” (L) in order to be mail able

Letter Size
Letter size mail must be rectangular in shape for automated processing by the United States Postal Service. To ensure prompt and efficient processing of First Class mail, it is recommended that all envelopes and cards:
(a)  Have an aspect ratio of width (height) to length between 1 to 1.3 and 1 to 2.5   inclusive.   See Mail Center Staff for envelope template if  you are no sure of sizing.
(b)   The weight should be an ounce or less.
(c)   Meet the following dimensions for automated processing:

Length 5" 11 1/2"
Thickness* .007" 1/4"

>Non-letter (Flats)
Non-letter size envelopes are larger than the maximum letter size (6 1/8" x 11 1/2") but not larger than 12" high by 15" long and 3/4" thick.  These sizes are nonstandard and subject to an 11 cents surcharge above the basic rate for postage.

>Standard Mail
The following is considered Standard Mail Matter:
- Circulars                         - Catalogs
- Booklets                         - Newsletters
- Merchandise                    - Photographs
- Product Samples              - Printed Matter

Each piece of Standard Mail must be less than 16 ounces. Anything heavier must be mailed as Packaging Services mail or Priority Mail. Reduced rates are available for mailing of 200 or more pieces or a mailing of 50 lbs.

>Package Services (Parcel Post)
The following is considered Package Services Matter:
- Packages or Parcels           - Sound Recordings         - Books
- Library Materials                - Merchandise                 - Films
- Bound Printed Matter          - Computer Media           - Video Tapes

Each package must not exceed 70 pounds in weight and maximum size of 108" in length and girth combined.  A number of quantity discounts are available for mailing of 200 or more pieces.  Call the Mail Center for information.

Priority Mail
All First Class mail weighing more than 13 ounces and not more than 70 pounds, and at the option of the mailer any mailable material weighting 13 ounces or less, is considered  Priority Mail. There is no minimum weight limit but the minimum postage per piece is currently $3.50. Priority Mail has a two day delivery objective between major metropolitan areas within the United States. However if you are sending mail to smaller cities or towns you may not receive the same level of service.

Over 2 pounds-up to 3 pounds $5.15
Over 3 pounds-up to 4 pounds $6.35
Over 4 pounds-up to 5 pounds $7.55



Delivery Confirmation
Delivery Confirmation provides the mailer with information about the date and time an article was delivered and, if the delivery was attempted but not successful. You can access Delivery Confirmation  24-hours a day through the internet or by a toll free telephone number. Delivery Confirmation can only be used with Priority Mail and Package Services.

USPS Express Mail

Express Mail is the only class of domestic mail with guaranteed delivery. Overnight or Same Day customers receive a complete postage refund if this guarantee is not met. Anyone can use Express Mail if they require the most rapid, reliable mail delivery offered by the USPS. Express Mail is generally considered a one or two day service depending on where you are mailing to. The half-pound rate  for Express Mail is $12.25.        
 


Certified Mail

Certified Mail provides the mailer with optional proof of mailing and a record of delivery at the delivering post office. The  record of delivery is retained for two years by the USPS. In situations where proof of delivery is the real concern and the item being mailed has no cash or intrinsic value, Certified Mail would offer a viable alternative to Registered Mail. Certified Mail along with a Return Receipt is a good way to send First Class Mail if you need proof that you sent it and proof that the recipient received it. Contact the Mail Center for more information on sending Certified Mail.


Registered Mail

Registered Mail provides added protection and security for valuables or important mail. It also provides evidence of mailing and optional proof of delivery. Registered Mail is the most secure service offered by the USPS. Registered Mail must be taken to the post office for acceptance. Because of misunderstandings, this special service is sometimes used by mailers who really do not require such a high level of security. Consequently, registry fees are spent and can inflate postage budgets over a period of time. Registered Mail service is only available if First Class or Priority Mail rates have been paid. Registered Mail should only be used when a replacement or invoice value can be established. Contact the Mail Center if you need more information.

Insured Mail

Insured Mail provides indemnity coverage for lost, damaged, or rifled articles. Only First Class Mail, if containing matter which may be mailed as Standard Mail or Single Piece, Parcel Post and Library Standard Mail may be insured. Some types of mail cannot be insured. For example, parcels offered for sale to prospective purchasers who have not ordered or authorized  their sending.  Contact the Mail Center for more information on Insured Mail.

           
Return Receipt

There may be occasions when you require information showing when and to whom a piece of mail was delivered. This information is available as an additional service with Certified Mail, Registered Mail, and Insured Mail. Many mailers have found that Return Receipts are utilized out of habit rather than need. If you need proof  that someone received a piece of the above types of mail, Return Receipt is a good way to get it.

             
Business Reply Mail

Business Reply Mail (BRM) enables a department to provide its correspondents with return reply envelopes or cards that the correspondent can return without paying postage. The BRM permit holder (The Mail Center) is then accessed the regular First Class rate plus a BRM handling fee on each piece that is returned. The advantage of BRM is that the college pays postage and fees only on the  replies  that are returned. Please contact the Mail Center Supervisor for more information on the design and use of BRM.

Global Priority Mail

The U.S. Postal Service also offers Global Priority Services, which offers the best value for international delivery. Global Priority is treated as an Expedited Service. Global Priority is for correspondence and packages that are extremely important but not urgent. Global Priority has flat rate envelopes or items can be sent in their own packaging weighing up to 4 pounds. Global Priority delivers shipments to select countries worldwide. To check if your specific country receives delivery, Please contact the Mail Center.


International Mail

Most items are mailable to foreign countries. However, there are certain restrictions.  It is important that mailers contact the Mail Center to determine the proper classification and documentation required. If customs regulations are not followed and documentation is not exact, the item will be impounded by customs until the addressee makes arrangements for clearance and the payment is made of whatever duties required for the release of the item.The last line of any foreign address should be the country name spelled out in capital letters, in English.

Note:  Help us reduce costs! Please, do not use overnight services Friday. Consider Priority Mail service for Monday delivery. Should you require Saturday service, determine if anyone is going to be at delivery destination. Consider signature waiver to be sure item is left at destination by drivers.

MESSENGER SERVICE

Do you have a package or a document that has to get to it’s destination fast, but you don’t have the time or resources to deliver it yourself? Call the Mail Center. We offer expedited pickup and delivery service for your time-sensitive items as well as delivery and signature confirmation for all of  your important documents. We use a messenger service that is located close to the FIT campus, this allows us to offer you prompt pickup and delivery.To use the messenger service you need to fill out a special services form and have it signed by a department head or supervisor. Only requests that are approved by a department head can be processed by the Mail Center staff. To get same-day messenger service, your requests have to be received in the Mail Center before 3:00 pm. Please give us a call if you need more information on our Messenger Service.
 



UPS SERVICE

In the Mail Center we offer outgoing UPS service to the FIT community. All incoming UPS packages are processed in the Receiving Department X7912. We offer regular UPS Ground service or Next-Day-Air service to the continental USA only. We do not offer International UPS service at this time. To use the UPS service you need to fill out a Special Services Form  and get it signed by a department head or supervisor. Then take the package along with the completed form to the Mail Center for processing. Only requests received before 3:00pm will receive same day service.


ADDRESSING BASICS

The address is the most important part of mailing. Without a standardized and complete address, you risk your mail being delayed and possibly never being delivered at all. A standardized address is defined as one that has the address line and city name fully spelled out and proper use of USPS standard abbreviations. (see Exhibits)

For example, the label shown contains a standardized address:

The USPS has adopted these standards in order to optimize the processing capability of high speed automation equipment processing your mail. This results in your mail getting to its destination safely and promptly.

Address Format

When creating mailing labels or addressing envelopes, you should follow USPS recommended methods, such as:

·       Address line with a uniform left margin

·       All UPPER case letters

·      Delivery Address should always be placed above the city, state and ZIP Code line;

·      The Secondary Addresses preferred location is at the end of the delivery address line, ie. STE 209. Secondary addresses are an additional part of the address that is required for delivery. It typically represents a suite, apartment, floor or room number. If a secondary address will not fit on the same line as the delivery address, it can be placed on  the line immediately above the delivery address line, as shown in the example below:

  • Dual addresses should be eliminated on the mail piece. Dual addresses occur when a person or business has both a street address and P.O. Box listed on a mailing label. If dual addresses must be used, place the delivery address immediately above the city, state and Zip code line.: and
  • Punctuation should be eliminated from the address block. The exception is the hyphen between the ZIP and ZIP+4 code. For example: 75244-8027.
